The project "Student Voice in Parliament" (SVP), supported by the European Education and Culture Executive Agency (EACEA) through the CERV programme, was created in response to the growing challenge of political apathy, civic passivity and the spread of disinformation among young people in the Western Balkans. This problem causes a potential sense of exclusion of students from formal decision-making processes, thereby weakening trust in democratic institutions and their role in shaping the social future.

The mission of the project is to improve democratic participation and active citizenship among young people by creating structured opportunities for direct interaction with institutions, particularly local and national parliaments. The vision of the project implies empowered students who possess practical knowledge of political processes, critical thinking and media literacy as key tools for countering disinformation.

The consortium led by the coordinator University of Montenegro (UoM), brings together partners: University of East Sarajevo (UES), University of Mostar (UMO), Assembly of Montenegro (AMNE), association PRONI and NGO Center for Youth Education (COE). This network of institutions and organisations works together to provide an inclusive space for dialogue between young people and decision-makers.

The project will significantly encourage a sense of responsibility among young people in democratic life and strengthen institutional trust through practical experience of participation. In the long term, the project aims to create sustainable models of civic education that will be integrated into the work of universities and parliaments throughout the region.

The activities are structured through five key phases:
Citizens Forum Launch: Organisation of an introductory event for students and stakeholders to initiate dialogue on civic engagement.
Educational Package and Capacity Building: Development of innovative materials for civic education and conducting training for educators and youth workers.
Parliament Simulations and Youth Participation: Design and implementation of simulations of parliamentary debates and direct dialogues with policy makers.
Digital Participation Platform: Development of an accessible online hub for cross-border interaction, policy co-creation and digital youth activism.
Dissemination and Sustainability: Creation of a strategy for disseminating results, preparation of policy briefs and organisation of a final conference to ensure long-term impact.

The NGO Center for Youth Education, as the leading partner for dissemination and sustainability, is responsible for maximising the visibility of project achievements and their integration into existing youth policies.
