The European Youth Card (EYC) in Montenegro represents an international socially responsible programme that enables young people aged 13 to 29 to enter the world of information, mobility, non-formal education, digitalisation, networking at national and European level, as well as the use of more than 250 benefits in Montenegro and more than 30,000 across Europe.

The implementation of this programme is aligned with the objectives recognised by the Medium-term Work Plan of the Government of Montenegro (2024-2027), the Law on Youth, the European Youth Card (EYC) Development Programme for the period 2025-2027, the Partial Agreement of the Council of Europe and the European Youth Card Association (EYCA) on youth mobility through the youth card (1991-), and the European Youth Strategy (2019-2027).

Strong partnerships and networking with state institutions, the academic and scientific community, the business and civil sectors, local self-governments, and domestic and international organisations have enabled the creation of a large number of benefits and discounts, which have positioned the European Youth Card (EYC) as the most used and most popular youth programme in Montenegro with more than 100,000 cards distributed across 25 Montenegrin cities.

The digital infrastructure consists of a website, an accompanying CMS and a mobile application - myEYC App, maintained and improved by members of the organisation with many years of experience in managing and enhancing digital tools.

Since 2018, the programme team has been awarded the international EYCA Excellence Award for the best programme implementation in various categories across Europe five times, competing against more than 40 countries.

The European Youth Card (EYC) programme in Montenegro is implemented by the NGO Center for Youth Education with the support and patronage of the Ministry of Sports and Youth and with the support of the Ministry of Education, Science and Innovation.
